Formerly VEATS (Voluntary Ex Ante Transparency Notices)
Jisc uses a transparency notice to announce contracts over threshold requirements (above £214,904 including VAT from January 1 2024), which are not going out to competitive tender. In other words, transparency notices are used when a contract is intended to be awarded to a single supplier which is deemed uniquely suitable. This is known as a direct award.
We used to issue VEATs (Voluntary Ex Ante Transparency notices) for these contracts but VEATs were replaced by transparency notices under the Procurement Act 2023, which came into force in February 2025.
Three notice types are issued for direct awards:
All notices are published on the government Find a Tender website. Once the transparency notice process is completed, the notices are loaded onto LSM.
