ProQuest Digital Archival Collections: Group Purchasing Scheme 2020-2021

    Each publisher on the Digital Archival Collections Group Purchasing Scheme has provided a list price based on the Jisc banded structure, with the entry price point decreasing from band 1-10. The price displayed represents 25% off the Jisc banded list price and is the maximum price members would pay (excluding VAT, where applicable). Once the order has been placed, you will immediately gain access to the content.

Product overview

The Digital Archival Collections Group Purchasing Scheme makes primary source materials and archives more affordable to Higher Education. Group purchasing is community-centred, based on the simple market principle; the more products that are purchased, the lower the price for those participating. The scheme runs from November to July of each academic year and guarantees a minimum saving of 20% off the list price of all the products on offer, with the potential to expand to 30% depending on uptake.

e.g. Publisher X has 20 product titles on offer, with discount triggers set at 20% for 1-4 products sold, 25% for 5-9 products sold, 30% for 10-plus products sold;

Six HE institutions across Jisc bands purchase a total of nine products, which can be different or repeat titles from the pool of 20 on offer;

Total discount achieved = 25% off the Jisc-banded list price.

ProQuest has opted to offer a minimum saving of 25% off list price, expanding to 40%.

All products are a perpetual purchase, with no recurrent platform or hosting fees. Prices are set in a transparent way (excluding VAT that may be applicable depending on the product offered). For a VAT breakdown by product, please review the pricing spreadsheet.

What is the maximum font size and does text re-flow when you enlarge the font?
The publisher uses a 14px font size that can be enlarged depending on the browse zoom-in options.

Can a user change background/foreground colours or contrasts? How?
The user's browser may provide tools to change the text and background colours for viewing Web pages. A user can apply these changes to override the styles set by ProQuest. The following are options available in the main browsers supported by ProQuest:

Firefox

  • Open the Tools menu
  • Choose Options
  • Click the Colors button from the Content tab
  • Deselect the Use system colors checkbox
  • Select your color preferences
  • Deselect the Allow pages to choose their own colors… checkbox and click OK

Google Chrome

  • Click the 'hamburger' menu icon in the upper right corner of the Chrome window
  • Click Settings
  • Click theShow advanced settings link at the bottom of the page
  • Click the Add additional accessibility features link at the bottom of the page

Internet Explorer

  • Navigate to the style sheet you wish to use
  • Click Open

Is text marked up so it can be navigated in a meaningful way (for example by heading level)?
Many of the products on offer do not offer HTML full-text that could be broken down in a hierarchical way. The full-text of these products is made up of scanned versions of print copies. The images have gone through an OCR process to make all the text on the pages searchable. This full-text is not available within the browser to standard users, only the page images, but screen readers users do have access to this OCR'ed full-text. Some of the products on offer do contain HTML full-text, which has been marked up to assist meaningful navigation.

Can text be selected and read by text-to-speech tools?
For those products with accessible OCR-text and those with native HTML full-text yes, the content can be accessed by text-to-speech tools. For those image-based products on the main Academic Platform that do not have accompanying machine-readable full text we have made the OCR available for download for screen readers, allowing users of that technology to access the full-text of these products.

Are text descriptions available for all relevant graphics and images?
Much of this content primarily consists of full-page images with embedded text, graphics and images. In those cases, there are no separate descriptions for graphics and images.
