IOP Publishing Read and Publish 2020-2023

  • Start: 1 Jan 2020
    Expiry: 31 Dec 2023
  • Description:

IOP Publishing Ltd, the not-for-profit publishing arm of the Institute of Physics, publishes 96 journals in the field of physics and related subjects. This offer advances on the previous offsetting model to a more transformative model, aiming to enable 100% of research articles to be published open access in as many journals as possible.

Product overview

Following IOPP's offsetting agreement that has been live since 2014, they now wish to introduce a new model in 2020, which will potentially get to 100% open access for all articles by UK researchers, with far easier administration for authors and librarians. The proposal allows for unlimited open access publication by researchers at participating institutions, initially in the hybrid journals managed editorially by IOPP, with the aim of extending it to the journals they publish on behalf of partner societies in 2021. There are 60 hybrid journals in the IOPP portfolio, of which 44 are managed editorially by them and 16 are managed editorially by partners.

In 2020, the model is based on read-and-publish. Overall, across the 58 institutions, it adds a premium of 5.78% to the IOPscience extra licence fee in return for unlimited open access publishing in IOPP's managed hybrid journals.

IOPP's aim is to transition to a publish-and-read model over the term of the agreement, under which the bulk of the cost would directly relate to open access publication in IOPP's journals. An immediate transition to publish-and-read, in the absence of any central funding to support such a transition, would lead to unacceptably high cost increases for the most research-intensive universities. IOPP and Jisc propose to form a steering group to review during 2020 how we might move from read-and-publish to publish-and-read in a way which is sustainable for all stakeholders.

The proposal is based on a renewal of your IOPscience extra licence, with a 4% price increase, and an additional premium which enables unlimited open access publication in IOPP-managed journals. The premium is based on the average output of your institution's corresponding authors in the IOPP-managed hybrid journals over 2017 and 2018.
